About 

Delegate Carl Anderton Jr. is a lifelong resident of the Lower Eastern Shore. A native of Wicomico County, he was elected to public office in 2005 as a Delmar Town Commissioner, while serving concurrently on the Delmar Planning and Zoning Commission, where he was named chairman. He was elected Mayor of Delmar, Md.,
in 2011.

 During his time as Commissioner and Mayor, Anderton completed coursework through the University of Maryland School of Public Policy, and was certified as a Fellow of the Academy of Excellence in Local Government. At the same time, he was chosen by his peers from the State of Maryland to serve as President of the Maryland Municipal League.

In 2014, Anderton was elected to the Maryland House of Delegates, representing District 38B. He is Chairman of the Wicomico County Delegation, a current member of the Environment and Transportation Committee, and formerly served on Appropriations.
He was reelected as Delegate in 2018, and has held elected office for 15 years.

 Anderton’s Eastern Shore roots date back to the colonial era. He and his wife Sara have lived in Delmar for nearly 20 years. They have two sons, a daughter-in-law and a dog named Raven.

Noteworthy Accomplishments in Public Service

Wicomico County Delegation Chairman

  • Collaborates with all delegates and senators representing Wicomico to pass the County’s legislative priorities through the Maryland General Assembly

  • Sponsored bill adding millions of dollars in current and projected County funding by addressing Highway User Revenues – HB807 – Department of Legislative Services, 2018
  • Increased disparity grant funding which added millions of dollars in current and projected funding to the County – HB1395 – Department of Legislative Services, 2016; see also 2020 Wicomico County Budget p. 21, “Intergovernmental”
  • Passed legislation to expand Sunday deer hunting – HB199 – Department of Legislative Services, 2019
  • Passed a ballot initiative allowing voters to decide if school board members should be elected
    – HB1319 – Department of Legislative Services, 2016
    • This initiative was constituent driven – thousands of residents expressed their desire
      to either have an elected school board or to see the issue settled at the ballot box
  • Passed legislation to authorize Sunday sales of motorcycles, which helped facilitate a Harley Davidson dealership move from Delaware to Wicomico – HB1586 – Department of Legislative Services, 2018
  • Passed legislation to allow Evolution Craft Brewing and Tall Tales to double its output above state mandates, making Wicomico County the only jurisdiction with this level of output, which set a precedent for statewide legislation – HB1039 – Department of Legislative Services, 2015

Maryland House of Delegates, District 38B

  • Current member of the Environment and Transportation Committee
  • Former member of the Appropriations Committee
  • Collaborated with County Council, County Executive, state and local leaders, including Gov. Hogan, to secure funding from state budgets for projects and programs such as:
    • Arthur W. Perdue Stadium upgrades
    • Wicomico Youth and Civic Center upgrades
    • Bypass bridge project

Delmar Mayor, Commissioner, Planning and Zoning Chairman

  • Worked with Mayor of Delmar, Delaware, to oversee the purchase and major rehabilitation of the vacant Bank of Delmar building
    • This project turned a vacant eyesore into the new Delmar Town Hall
    • The former town hall was expanded significantly and became the new Delmar Police Department
  • Walnut Street project addressed frequent flooding, added sidewalks and street parking in some sections, and rehabilitated water, stormwater and sewer infrastructure
    • Project began by seeking public input on design and was followed by frequent meetings to discuss progress
  • Intergovernmental experience included collaborating with Sussex County, Wicomico County, and legislatures and governors of Delaware and Maryland

Eastern Shore Association of Municipalities President, D-1 Vice President

  • As President, coordinated meetings throughout the Eastern Shore to hear from municipal leaders regarding legislation pending in Annapolis
  • As District One Vice President, informed Maryland Municipal League Board about Lower Shore issues to be addressed at state level

Maryland Municipal League President

  • Maryland Municipal League (MML) is a sister organization of Maryland Association of Counties (MACo)
  • Elected unanimously by 156 other mayors from across the state
  • First MML president from a Wicomico County municipality other than Salisbury (fourth MML President from Wicomico County)
  • Advocated successfully with the O’Malley administration to lay groundwork to restore Highway User Revenues to counties and municipalities through the temporary grant program
